OVERVIEW
In September 2007, over 40 Virtual Operators (VOs) were active in the Dutch market and we expect this number to remain stable over the coming twelve months. VOs that entered the mobile market over the last six months (March 2007 to September 2007) include: Esprit Telecom, Miles2Call, Simpel Mobiel and My Dads Phone Company. The VO entrants mainly focus on selling services to consumers. Esprit Telecom focus on business customers. The number of MVNOs in the report declined as some MVNOs combined operations, such as Tele2 Mobiel and Versatel. MKB Mobiel and Carefree Mobiel, two brands of Yiggers, are combined and reported as one MVNO.
The VO business model is rather popular in the Netherlands. At the end of September 2007, Telecompaper estimates that around 3.34 million customers used a VO to connect to a mobile network, up by 10 percent from 3.05 million at the end of March 2007. Compared with September 2006, the number of customers using MVNOs increased with 24 percent. The two market leaders debitel and Tele2 lost market share compared to September 2006, while a number of newcomers continue to do well in the market, including Lebara Mobile, Ortel Mobile and Lycamobile.
With slightly less than 1 million customers, debitel is by far the largest player in the Dutch VO market, although its customer numbers are declining. Tele2 Mobiel (including Tele2 Zakelijk) is the second-largest VO in the market with an estimated 599,000 customers at the end of September 2007, stable since March 2007. After a reverse takeover executed in March 2007, Tele2 and Versatel merged their Belgian and Dutch operations into one company. In the Netherlands, the brand Versatel on the business market was replaced by Tele2 Zakelijk. Tele2 Zakelijk has an estimated 10,000 mobile SIMs. Lebara is the third largest VO, closely followed by Ortel Mobile. AH Mobiel lost its third place in the market in March 2006 and moved down in ranking to become the sixth-largest VO as of September 2007, with 190,000 customers versus 158,000 a year earlier.
In total, VOs and resellers account for 17.7 percent of the SIMs in the Dutch market. Over the next 12 months, we expect the number of VOs to stabilise, as the number of new comers is offset by VOs leaving the market and consolidation.
Telecompaper thinks the surge in number of MVNEs will provide existing and new MVNOs more options to choose a network partner. This will also put pressure on the wholesale price a mobile network operator can ask MVNE/MVNOs. Furthermore, a number of existing MVNOs might become more active in searching for new network partners.
